Access can be denied if you are using incorrect admin credentials, there's a firewall installed, UAC enabled, etc. There's really a number of issues that might cause this. Check the FAQ section again, one issue by another, and I am sure you will locate the cause. If none of our help tips resolve it, email Kim at help@clearapps.com, she'll be able to help.
