i have NIA loaded on my server in the UK inventorying all of our European, North American
and Mexican sites.
The local IT Administrators at each site have now asked if they could get access to NIA
to access/run reports, which is fine one at a time.
Is there a way of running a second copy of NIA , even if its only for viewing.

Generally, while we don't have full-featured multi-admin version of Network Inventory Advisor, you can achieve a similar configuration, if you are using Central Repository for scanning results aggregation. Alternatively, you can just copy/replicate your [information] folder to other admins so they have the same database.
